Office of the Estate Management Unit

The Estate Management Section /Unit /Department is one of the infant/youngest departments in the Wesley College of Education since it was created a year ago. The department/unit forms integral part of the estate and works department. (Maintenance and Estate unit/works and development office that provides services for physical planning and development of Wesley of Education). Staff Strength .The Department is made up of Head of Estate, one plumber, one electrician, one mason and nine labourers (including one casual worker)

Objectives

The Estate Management Unit’s main objective is to maintain and provide a safe and healthy environment for the WESCO community for academic work, residential, social and other purposes in accordance with the mission, vision and core values of Wesley College of Education.
To achieved the set objectives, the unit aims at the following:

  • Effective and efficient day-to-day maintenance services of properties, facilities and equipment used to promote academic work in the college
  • User friendly facilities to all staff, especially the physically challenged
  • Ensuring compliance with regulatory and legal instruments concerning acquisition, development, utilization disposal of assets and maintenance
  • Value for money services to members of the Wesley College of Education

Challenges

The department, though provides essential services to the college, lacks very basic resources, which greatly affects the day-to-day running of the office. The department is faced with the challenge of inadequate personnel who are required to take up various tasks to be assigned on request, with more emphasis on qualified and technical expertise. Again, there is an urgent need for logistics and materials to efficiently carry out assignment such, modern equipment for mowing, construction tools and materials, equipment and tools for woodwork etc.

Achievements

In spite of the numerous challenges faced by this young department, it has been able to make some meaningful strides which would go a long way not only to put the College in shape but also make it more accountable to management. Among these are the introduction of a job schedule and assessment form to help in tracking job schedule assigned to artisans and also help as a way of improving communication between the department and that of the beneficiary departments. Again, the department has been actively involved in the numerous maintenance activities within the College ranging from minor construction projects, carpentry works, tiling of flours etc. in accordance with its mandate.

Recommendations

The department would recommend the following;

  • Recruitment of additional personnel to handle other critical and technical areas of which the department relies greatly on outsourcing to undertake its duties.
  • Resourcing the department in terms of materials, tools and equipment for more efficient response to requisition from user departments and also a more proactive approach towards works and maintenance culture.
  • The drafting of a clear-cut policy document for Estate Department. This will not only empower the department but also mandate the department to work according to guided principles and procedure.

Conclusion

The Critical nature of the Department makes it important for the right resources in terms of equipment and personnel to be allocated in order to achieve its said objectives. The department will be more efficient if given the right atmosphere to operate.
